James Pattinson and Trent Copeland have been called in to the Prime Minister's XI to play England in Canberra next week.
They will replace Mitchell Starc and Josh Hazlewood, who will miss Monday's match at Manuka Oval through injury.
Australian team physiotherapist Alex Kountouris said Starc and Hazlewood had not recovered sufficiently to be fit for the match, which will be used as a trial for members of the Australian squad for next month's World Cup on the Indian sub-continent.
"Josh is recovering from lower back stress fractures sustained earlier this summer,'' Kountouris said.
"While there was some hope he would be available to play at this stage of the season, his symptoms have persisted and he will not be bowling for the remainder of the Australian summer.''
Kountouris said scans had confirmed that Hazlewood's back problem was persisting and that a longer period of rest from bowling was required.
"Mitchell Starc has not fully recovered from a trunk muscle 'side strain' and is expected to return to cricket later in the summer,'' he said.
