MHA


The UP cadre of IPS officers tops the list of those whose property returns are not available on the website of Ministry of Home Affairs.


Of the 335 officers of UP cadre, immovable property returns (IPR) of as many as 106 are not available even 49 days after the deadline for submitting the returns ended.


Among them are some of the senior most officers like DGP Karamvir Singh, Special DG (Law and Order) Brij Lal, DG (Training) Babu Lal Yadav, DG (Rules and Manual) Durgesh Prasad Sinha, DG at B R Ambedkar Police Academy (Moradabad) Udayan Parmar, Special DG (Police Awas Nigam) Ramesh Sehgal and ADG (Training) Vipan Kumar.


In a letter to chief secretaries on May 5, the Ministry of Home Affairs had asked all IPS officers to submit their annual IPR for year 2010 by May 15, which could then be placed in public domain. The letter stated that defaulting officers would be denied vigilance clearance and will not be considered for promotion and empanelment for senior level posts in Government of India. For the first time, IPRs of IPS officers are being displayed on the MHA website.
When contacted Special DG (Police Awas Nigam) Ramesh Sehgal said, “I have recently sent the IPR to DG office.” ADG (Training Headquarters) Vipan Kumar said, “I sent the IPR in January,” while DG (Training Headquarters) Babu Lal Yadav replied, “ I sent it late, around June 15-16.”


The DGP, however, could not be contacted despite several calls.
Incidentally, Karamvir Singh and the Haryana DGP are the only two state police chiefs whose IPRs are not available.


Abhay Kumar Prasad, IG (Karmik), said they keep sending the details of officers to the government from time to time ``as we receive them’’, if it is not updated that is MHA’s problem.”


Of the remaining 229 officers whose IPRs are available, as many as 60 have residential property in Noida, Greater Noida or Delhi. However, getting the exact details of the property is going to be a tough job in many cases as most of the IPR statements do not have complete information.


Depsite the fact that the note on the format of IPR statement — issued by Department of Personnel and Training — clearly says that words like ‘no change’ or ‘no addition’ or ‘as in previous year’ should be avoided and all details be filled up, many officers have not adhered to it.
The format has columns for name and details of property, such as housing, lands and other buildings, and present value or estimated value among others, but several officers have not given the details like the location of the properties, owned by them or their spouses. Vikram Chandra Goel of 1975 batch, Sanjay Singhal of 1993 batch and Prakash D of 1994 batch have specifically mentioned that they own no property.
