Net Neutrality

The Federal Communications Commission voted Tuesday to approve the first settlement, the Internet access, free access to any lawful content on the Web guarantees of Internet users have at home.
three members of the Democratic FCC made by a majority in favor of net neutrality complaint settlement, more than a year ago, FCC Chairman Julius Genachowski was introduced.
The rules have sparked intense debate and lobbying if that legislation is necessary and likely a court challenge. Genachowski argued that the rules of Internet access, businesses which protect boot with the network so that consumers who increasingly rely on the Internet for news, entertainment and communications.
The bodies of the two Republican members voted against the rules and shows support for Internet service providers that the rules of their ability, company plans to expand its broadband network and to prevent increase, say speed.
Genachowski said the bill represents a compromise between the interests of industry and consumers.
"I reject both extremes for a strong and sensitive - one that protects freedom and openness of the Internet and encourages investment in innovation and sound," said Genachowski.
These provisions do not apply so strongly for mobile users because the body has voted to keep the wireless networks in general, free from rules that prevent blocking and slowing Web traffic.
The measurement of net neutrality is the first sentence of the Federal Government, access to broadband regulation. Questions remain, however, if the agency has the right to act as guardian of the nation on access to the Internet. Last spring, a federal appeals court said the FCC overstepped its authority to sanction Comcast for blocking access for users of BitTorrent peer-to-peer sharing applications.
The rules, which are to face court proceedings and met with opposition from Republican lawmakers provided the expected regulatory action by the Congress face.
Representative Fred Upton (R-Mich.) and Greg Walden (R-Ore.) Genachowski said he would be hearings, whether the authority to convene the authority to pursue such standards. They, along with Representatives Marsha Blackburn (R-TN) said the move was a "coup" and has legislated to terminate the arrangements. Senator Kay Bailey Hutchison (R-Texas) said the move to withdraw funding for the FCC to implement rules.
"We are all options to reverse the order. This is a start of our first hearings in the next Congress," said Upton, new president of the powerful Energy and Commerce Committee.
On the other side are consumer groups are not happy. Public interest groups said they would consider filing a complaint against the rules, they struggled to move, said the legislation does not go far enough in protecting consumers.
"We three changes, in particular the rules on wireless services be strengthened," said Gigi's son, the president of the consumer advocacy Public Knowledge. "The changes have the FCC action is much more difficult without adopting the framework of the President Genachowski. It is a pity that did not vote."
Democratic commissioners Michael J. Copps Mignon Clyburn and agreed that the law was short, but said they were ready to support the government's first step towards monitoring the Internet.
Copps said he planned to oppose the measure, but to choose between the best of two bad choices: weak rules or no rules. He said that the FCC has redefined broadband as a telecommunications service to the rules of court battles to protect. The FCC is considering a proposal Genachowski.
"To be clear, that we are not in what I think is the best framework anchor," said Ms. Copps. "We have no standards as much as he wanted. But to move with today's action, however, seems to be a better way."
The success of the vote Genachowski keep a promise early in his tenure in the fall of 2009 to get to the free Internet access.
Obama issued a statement in support of the new rules:
Today's decision helps to maintain the free and open nature of the Internet, while encouraging innovation, protecting consumer choice and protection of free speech. Throughout this process the parties on all sides of this issue - gathered to make their voices heard - consumer groups, technology firms to broadband providers. This decision is an important part of our overall strategy to promote American innovation, economic growth and job creation.
